One of the provisions of the Nov. 2008 Consent Decree between the City of Novato, the North Coast Railroad Authority, and the NWP Co., requires a low-emission (Tier 3) locomotive when operating through Novato. The leased RJ Corman genset seen at the head of this train satisfies that requirement.
