Typically when an an NJ Transit train is double-headed, one unit has recently returned to service after being shopped. That appears to be the case here, as 4803 has been out of service for nearly one year. NJ Transit's four P40DCs are typically assigned to Atlantic City service, but can occasionally be found on Raritan Line trains.
