Got it! The engineer of an eastbound E33-powered freight grabs orders from the operator at COLA. The now-preserved CR 4604 (as VGN 135 in Roanoke, VA) is near the end of its operating days, with Conrail set to pull the plug about a year after this photo was taken. This locomotive was built by GE in November, 1956 as a VGN Class EL-C, and was later renumbered to NW 235, NH 304, and PC 4604.
