Beneath Dayton’s Bluff, a westbound freight picks its way through Hoffman Avenue in St. Paul, Minnesota, on the afternoon of March 22, 1986. Two Milwaukee Road GP20s lead the train, and were not true EMD-built GP20s, but were GP9s rebuilt and upgraded to 2,000 h.p. locomotives by the road’s own shops in Milwaukee. Trailing Nos. 963 and 949 are Soo Line GP38-2 No. 4429 and GP9 No. 410.
