Double-Goner: Norfolk Southern's "TOP21" plan has led to a lot of changes for the railroad within the past few years, particularly in regards to locomotives utilized and to train schedules. Initially the plan called for the "shedding" of 250 locomotives; the number ultimately grew to about 700 with entire models of locomotives stricken from the roster in favor of standardization. This photograph illustrates the effects of this corporate plan. NS 24Z, which no longer travels east on the Lehigh Line, is being led by NS 6800, a former Conrail SD60M (former CR 5564), which has been retired and sold. The units behind the leader are BNSF 6932 (ES44C4) and NS 8913 (a C44-9W which was rebuilt into AC44C6M NS 4192 in June of 2019).
