Caught a partial view of this loco at Utica in July, 03 and wondered why it was there. Appears they are using it as a backup. This photo seems to answer my question. Thanks, Jerry

From seeing the Utica train every Thursday and Saturday over last summer, they ran the 1508 on one end and 1502 on the other. I guess it saved them having to turn the engines or run around the train with them. They always had an engine already facing the correct direction.
