Looking at book "Critters, Dinkys & Centercabs" by Jay Reed; there is bottom page 71 a GE 80 ton, phase II-B2, which looks the same structure as this one.
Book says "GE built about 620 centercab 80ton locomotives."
And that the phase II-B2style was built from 09/1946 to some time in 1953.
Did Google search Amtrak roster, have looked at three with no mention of this little beastie.

Okay, have found number 1100. It is a GE 65 tonner with rather different hood doors and no center skirt.
Looked a 7 or 8 roster websites, no mention of 1000.

Looks like a GE 80 Tonner. The Valley Railroad has on just like it numbered 0900.
