Are the red and black leads coming off the engineers side of the passenger car H.E.P. cables?

Yes, the leads from the car are suppose to be all red for HEP. if you look closely on the firemans side, you can see the other leads. I cannot see it, but by 2015, all private cars have to have blus COMM pass through cabling on both sides and ends of cars, by their next yearly PC1 yearly inspection. I cannot see if this car has them or not, but it will eventually.
