This engine likely has two sand domes because of its work as a switcher. The addition of an extra dome cuts down on the need to stop and fill up the sand so often. In days before wheel slip control, sand was a yard crews best friend.

On an 0-8-0, the rear sand dome was for reverse sanding--normally not an issue for a road engine. Nice shot, by the way!
