The fins on top of the radiator fan can be closed in winter, causing the fan to pull air warmed by the exhaust stack and engine into the radiator area. If the radiators get too hot, the louvers covering the radiators, which are controlled by a thermostat will open until the temperature reaches the desired level. Please remember that having enough anti-freeze in the water of every locomotive would be cost prohibitive, and that if a unit had to be shut down in below freezing temperature then it would be drained just afterward.
