This unit was not converted into a NPCU because it was rebuilt with a new CAT prime mover that is used for HEP and it's original number was reactivated in Amtrak's roster, and I also heard that 3 more units are also being rebuilt with CAT prime mover at Beech Grove and the numbers are 403, 405, and 407, and I also heard that they are going to work for Amtrak's San Joaquin trains pretty soon.

Per Amtrak-provided information on the exhibit train, "NPCU 406, built for Amtrak in July 1988 by EMD as a 3,000 horse power F40PH locomotive number #406, was rebuilt as Non Powered Control Unit #406 in 2011 at the Beech Grove, Ind., maintenance facility." However, as far as I know, 406 is capable of providing HEP.
