If ever a photograph looked like a model railway, this is it. Only a few road vehicles and no people walking about. Just like my model railway club layouts.

I was thinking the same - a model railroad layout on a table. Nice effect.

My other thought was perhaps taken with a "fish-eye" lens.
It will of course give us modellers ammunition when rivet counters say "That is not prototypical". Thank you for this view.
