Don't understand why a engine and 4 cars are not sufficient to properly activate the signal system.

I have no idea how it works from the technical standpoint, only that it’s a CN trquirement. I would like to know myself.

In days gone by - The B&O railroad found out that a single RDC car moving at track speed didn't keep circuits energized long enough for the appropriate relays to drop and indicate track occupancy. However, 2 RDC did. Can't think of any reason in the world of microprocessor signal systems that it would be required to have a locomotive and 7 cars to activate the system properly.
