On my N-scale model railroad, a piece of pea-gravel used in this way does the job nicely. The labeling, though, is just something funny that you couldn't imagine on one's own!

What is the purpose of calling this place "Rock"? Were these tracks once part of the Rock Island?

You could reasonably model this on your own model railroad, or if you wanted to do one better, even if your railroad had nothing to do with the Rock Island, paint the rock in the blue and white and then write "rock" on it. You could always argue that the yard crews were bored.
