I think that there should be a national law applicable all over the country that if you drive over a grade crossing that only has flashing lights, crossbucks, or "Yield" signs and a train is within 500 hundred feet of the crossing or you hear the train's horns that you must not cross or receive a citation if caught. Too many drivers are so impatient to wait anymore and that includes roadways as well. During my long experience of truck driving, I have seen stupid drivers do stupid things at grade crossings like seen in the picture above. Your car or truck ain't no match against a train doing 70 mph!

When you STOP a train near or slightly-fouling a public road crossing, it would be both unrealistic and unreasonable to expect the public to wait some unknown time to cross.

Dave is right. It would be unrealistic to wait at a crossing is a train is stopped near or at a crossing. What should happen is that the conductor or some other railroad employee should flag traffic through in this instance. It is done quite a bit on the grade crossings in my neck of the woods.
