Perhaps this caboose was tagged by a gang of attorneys who represent railroad labor in injury cases, "FELA" is the acronym for Federal Employers Liability Act the law that governs railroad on the job injury cases.

The Photographer's comment says it all - "...Windows and doors were welded shut to reduce maintenance, and these cars became a tool for crews to use when making a long reverse move, as they provide the conductor a place to stand more safely than hanging on a freight car's ladder. " But let's not make the ride TOO "safe" for the railroader that is out in inclement weather, in a rough urban neighborhood, or maybe seeking a safe perch from which they can pass signals to the engineman...let's weld them outside on the porch ! Total clueless ignorance on the railroad's part. But be sure of one thing - the Shareholders are completely safe from the effects of bad weather !
