Went Googling for news articles and two had photos which included the grade crossing but were not from an angle which allowed determination of exactly how damaged the road crossing itself was. Was gravel and dirt, other debris, pushed up on the road, and a wheelset partly on it, that much could be discerned.

Looks to be a severe lack of ballast, or clean ballast anyway.

Looking at Google Street View of the crossing, which says "Image capture November 2015", there seems to be what I'd call enough ballast for a branch line, maybe like if you were laying HO scale track but used N scale cork roadbed under it. There also was a certain amount of grass and weeds growing in the ballast on this the west side of the crossing. At that time there was an attractive maroon and grey pickup parked in driveway behind yellow house.
