Looks like a drive through car wash for trains! I wonder how devices are in use and why the need for a structure that looks like a tornado magnet.

It scans every inch of the car. Top, bottom, side to side, and takes an image of each car. If it detects an issue such as a hotbox, or dragging equipment it will notify the crew just like any other one would. But I guess the main difference is the camera part.
