This isn't really a surprise. I live in Michigan, and we still see old Grand Trunk and Western motive power for local jobs, and as extra help on longer distance trains. It costs so much money to repaint units, as well as adding a bunch of weight, it's just not worth it for railroads to repaint units unless they get a major rebuilt. It's also a very extensive process, so they'll likely have IC, WC, GTW, EJ&E, Missabe, and other units that CN owns for quite a while.
