I highly doubt these pedestrians were in any imminent danger at all. Seeing how the photographer stated the crew was putting their train together, the engine most likely isn't moving much past 5mph anyway. The crossing looks to be quite a distance away yet as well. People had alot more sense back then so I'm sure they were fine.
