The photographer said it clearly LNG fuel tender , it's for an experiment that CN did 5 or 10 years ago , they were using LNG fuel for locomotives , they were using one such tender between 2 locomotives . The locomotives they were using for this was 2 SD40-2W . Florida East Cost is or was still using a similar system
