Just wondering. Are trackmobiles considered to be a locomotive? They do virtually do the same thing on a much smaller scale as a locomotive except raise and lower the tires and drive off. I see hundreds of those things all over the nation at industrial sites and such. Anybody out there in railfan-land know or got an opinion.

Dan, from a railroad's perspective no. The whole point of using them at a locomotive facility is that the crews don't have to be certified to operate a locomotive, just the track mobile. It also avoids conflict over which craft/ union the employees belong in as they are strictly maintenance personnel and not operations.
