Love those covered bridges. There are still quite a few in use in the Coast Range. The plant in Toledo is a papermill that makes linerboard - the brown stuff on the inside & outside of the boxes. P&W also serves some box plants in Portland and the Willamette Valley, delivering the rolls of linerboard from Toledo and other mills to be made into boxes. I've never heard of any C&NW plan to reach the Pacific Northwest. The line to Toledo was part of the Southern Pacific system until about 1993.
