So whats the "compromise?" Bottom "shelf" but no top "shelf?"

I am not certain, but my guess would be that the compromise coupler is to go from knuckle to the Budd pin and cup coupler used on the railroad's EMU fleet.

That's likely it. It's hard to see at screen resolution, but it looks like there's an arrow pointing down next to the stencil. Maybe identifying a storage location for such an "adapter." Some BL20GH photos seem to show a "pocket" below the stencil where such an adapter may be stored, and some photos seem to show something sticking up from said compartment that looks like the "pin" on the MU couplers. Again, hard to make out at screen resolution.
